SSA Criteria for receiving Fees for Service

Only qualified organizations service as a payee may participate in the Fee-for-Service (FFS) program. The field office authorizes the organization to collect a fee for providing representative payee services. Authorized organizations must meet all the criteria defined in the Social Security Act and SSA regulations.   The regulations are set forth in the Social Security’s Program Operations Manual System (POMS)

Effective March  2019 GN 00506.100 Criteria for Receiving Fees for Services has been changed to include, in part:

    • A non-governmental organizational payee requesting to charge a fee must be community based. It is community based if it meets all of the following criteria:The organization’s physical business office and its beneficiaries’ residence address are located within its FO service area, the organizations physical business office must be within 5 miles of   its beneficiary service FO(s)
    • Note: In special circumstances in remote area, the Regional Office may determine that an organization meets this criterion if the organization’s physical business office is located in the same  parent district office services are as the beneficiaries’ or an FO service area adjacent to its beneficiaries.
